The Department of Public Works is under the policy direction of the Board of Public Works. By Charter, the mayor is the chairperson. The mayor appoints three council persons for their terms of office, and three private citizens are appointed for three years in staggered terms.

This is accomplished through the delivery of services designed to safeguard the health, safety, and welfare of its citizens and to maintain and improve the city's infrastructure in an effective, efficient, and professional manner.
