c. To award Contract 2P20-046 Professional Services Relative to the Design and Preparation of Construction Documents for Jerome Avenue Bridge Across From Freeman’s Hill Brook to Wengell, McDonnell & Costello, Inc. for $176,628.50, and to authorize the Mayor or Acting Mayor to execute. 5c
d. To authorize the Mayor or Acting Mayor to execute the C-Pace Partial Release Agreement between City of Bristol and the Connecticut Green Bank. 5d
e. To approve the submission of an Aldi’s Smart Kids Grant for $5,000 from the Parks, Recreation, Youth & Community Services department to help support the All Heart Park Pack program and authorize the Mayor or Acting Mayor to execute all documents necessary. 5e
f. To authorize the Mayor or Acting Mayor to sign any and all documents associated with and required by local, State and Federal regulatory agencies for construction authorization of the Memorial Boulevard Retaining Wall repair. 5f
g. To authorize the Mayor or Acting Mayor to sign any and all documents associated with the installation of a sedimentation basin at Pine Lake including an amendment extending the Contract of the CT Urban Act grant for $51,459.77 to December 31, 2021. 5g
h. To authorize the Mayor or Acting Mayor to sign any and all documents associated with the request to the CT Department of Transportation to change the functional roadway classification of Divinity Street and Peck Lane from Local to Collector. 5h
i. To authorize the Mayor or Acting Mayor to sign any and all documents associated with and required by CT DEEP for the renewal of the Landfill Stewardship Permit. 5i
j. To place on file the recommendation from the Planning Commission to dispose of Lot 12 Waterbury Road on Map 10 as there is no apparent municipal use for the property. 5j
k. To place on file the recommendation from the Planning Commission to move forward with rehabilitation of Bridge #04105 located near intersection of Memorial Boulevard and Downs Street as it is consistent with the 2015 Plan of Conservation and Development. 5k
l. To approve the Designated Fund Agreement between the Bristol Cemetery Commission and the Main Street Community Foundation, Inc. to transfer the fund balance for the maintenance of the Pardee family monuments and authorize the Mayor or Acting Mayor to execute any necessary documents. 5l

6. Reports and Committee Reports.
a. Real Estate Committee – To authorize Mayor or Acting Mayor to sign an Application for Variance on behalf of State of CT Department of Transportation for 176 School Street for improvements on Route 72 and Route 69. 6a
b. Real Estate Committee – To refer to the Planning Commission for a C.G.S. Sec. 8-24 Report to sell 801 Burlington Avenue, Lot 175/63 Dutton Avenue, 43 East Main Street, and Lots 88, 102, and 106 Kilmartin Avenue. 6b
c. Salary Committee – Approval to increase rate of pay for part-time/seasonal certified nurse in Parks, Recreation, Youth & Community Services department. 6c
d. Salary Committee – Approval to create part-time seasonal position of Park Ambassador in Parks, Recreation, Youth & Community Services department. 6d
e. Salary Committee – Approval to create full-time non-bargaining position of Arts and Culture Supervisor in Parks, Recreation, Youth & Community Services department. 6e
f. Salary Committee – Approval to move Library Computer Lab Supervisor under Citywide IT department umbrella and change its code and title to Library Technical Support Specialist.
g. Ordinance Committee – To schedule a public hearing and introduce amendments to Bristol Code of Ordinances Sec. 5-19 regarding Building fees. 6g
h. Ordinance Committee – To adopt amendments to the Bristol Code of Ordinances Chapter 10 regarding Solid Waste.
i. Report from the Memorial Boulevard Intradistrict Arts Magnet School Building Committee.

8. New Business.
a. Economic Development activity – To authorize the Mayor or Acting Mayor to execute an Amendment to the Purchase & Sale Agreement for Lot #2 Southeast Bristol Business Park between City of Bristol and Brown Holdings, LLC. 8a
b. Economic Development activity – Authorization for Mayor or Acting Mayor to execute a Letter of Intent with Carrier Construction, Inc., or its assigns for exclusive rights to Parcels 5, 6, 7, and 8 on Map “Centre Square Resubdivision” for a mixed-use development with approximately 90 market-rate apartments and commercial space for rent, and referral to Corporation Counsel for review. 8b
c. Economic Development activity – Authorization for Mayor or Acting Mayor to execute a Letter of Intent with SE Middle LLC, or its assigns for the sale of Lots 8 and 9 in the Southeast Bristol Business Park to construct up to 3 industrial/distribution buildings up to 28,000 sq. ft. in total, and referral to Corporation Counsel for review. 8c

11. Resolution regarding submission of application to the School Readiness Grant Program from July 1, 2021 to June 30, 2022 and authorization for Mayor or Acting Mayor to execute. 11

12. Authorization for Mayor or Acting Mayor to sign any and all documents associated with Congestion Mitigation and Air Quality Improvement grant to State of Connecticut for $3,370,500 to design and construct new traffic signals at 6 locations. 12

13. Award of Contract 2P21-029 Comprehensive Rewrite of Zoning Regulations to Fitzgerald & Halliday, Inc. for $130,000 and to authorize the Mayor or Acting Mayor to execute. 13

14. Approval of change orders to D’Amato Downes, a Joint Venture totaling $24,204.59 for the Memorial Boulevard Intradistrict Arts Magnet School and to authorize the Mayor or Acting Mayor to execute. 14
